The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 1:28 p.m., in the Ballroom C Room, Delta Winnipeg, Winnipeg, Manitoba, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Brown, Massicotte, Mitchell, Neufeld and Sibbeston (7).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament; Jean-Pierre Morin, Communications Officer, Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 16, 2011, the committee continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Carl Cunningham, Chair of the Board;

Roger Haynes, Director;

Marie Haynes, Director.

Business Council of Manitoba:

Jim Carr, President and Chief Executive Officer.

Government of Manitoba:

The Honourable Gregory Selinger, Premier of Manitoba.

The chair made an opening statement.

Mr. Cunningham, Mr. Haynes and Ms. Haynes made a statement and together answered questions.

At 2:29 p.m., the committee suspended.

At 2:31 p.m., the committee resumed.

The chair made a statement.

Mr. Carr made a statement and answered questions.

At 3:19 p.m., the committee suspended.

At 3:32 p.m., the committee resumed.

Hon. Gregory Selinger made a statement and answered questions.

At 4:42 p.m., the committee adjourned to the call of the chair.
