The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera this day, at 5:09 p.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Lang, Massicotte, Mitchell, Neufeld, Patterson, Seidman Sibbeston and Wallace (10).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee continued its examination of the subject-matter of those elements contained in Divisions 4, 18 and 21 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 30.)

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

After debate, it was agreed that:

The chair write a letter to the responsible Ministers, subject to the agreement of the draft by the Subcommittee on Agenda and Procedure, that would note to them the concerns the committee heard; and,

That the Subcommittee on Agenda and Procedure be authorized to make minor editorial revisions of the text and to approve the final text; and

That the chair be authorized to table the report at a future sitting of the Senate.

At 5:49 p.m., the committee adjourned to the call of the chair.
