The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 6:15 p.m., in room 9, Victoria Building, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Lang, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman, Sibbeston, Unger and Wallace (11).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament; Ceri Au, Communications Officer, Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 27, 2013, the committee began its examination of Bill S-15, An Act to amend the Canada National Parks Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to the Canada Shipping Act, 2001.

WITNESSES:

Government of Nova Scotia:

The Honourable Leonard Preyra, MLA, Minister of Communities, Culture and Heritage.

Canada-Nova Scotia Offshore Petroleum Board (CNSOPB):

Stuart Pinks, Chief Executive Officer (by video conference);

Timothy Brownlow, Acting Chair (by video conference).

The chair made an opening statement.

Ms. Woodley made a statement and answered questions.

At 6:01 p.m., the committee suspended.

At 6:04 p.m., the committee resumed.

The chair made a statement.

Minister Preyra and Mr. Brownlow each made a statement and, together with Mr. Pinks, answered questions.

At 7:03 p.m., the committee adjourned to the call of the chair.
