The Standing Senate Committee on Legal and Constitutional Affairs met at 4:56 p.m. this day, in room 257, East Block, the chair, the Honourable John D. Wallace presiding.
Members of the committee present: The Honourable Senators Angus, Baker, P.C., Boisvenu, Chaput, Fraser, Joyal, P.C., Lang, Meredith, Runciman and Wallace (10).
In attendance: Robin MacKay and Erin Shaw, analysts, Parliamentary Information and Research Service, Library of Parliament.
The chair called the meeting to order.
At 5:03 p.m., it was agreed that the committee proceed in camera, pursuant to rule 92(2)(f), for the consideration of a draft report.
It was agreed that senators' staff be permitted to remain in the room during the in camera portions of today's meeting.
At 5:21 p.m., it was agreed that the committee continue in public.
The Honourable Senator Fraser moved:
That the following legislative budget application for the fiscal year ending March 31, 2012, in the amount of $49,500, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
Summary of Expenditures
Professional and Other Services $ 42,500 Transportation and Communications $ 0 All Other Expenditures $ 7, 000 TOTAL $ 49,500
The question being put on the motion, it was adopted.
At 5:22 p.m., it was agreed that the committee continue in camera, pursuant to rule 92(2)(e), to consider a draft agenda.
It was agreed:
That the chair be authorized to seek authority of the Senate for the following order of reference:
That the Standing Senate Committee on Legal and Constitutional Affairs be authorized to examine and report on the provisions and operation of the Act to amend the Criminal Code (production of records in sexual offence proceedings), S.C. 1997, c. 30;
That the papers and evidence received and taken and work accomplished by the committee on this subject since the beginning of the Third Session of the Fortieth Parliament be referred to the committee; and
That the committee report to the Senate no later than June 30, 2012 and retain all powers necessary to publicize its findings until 90 days after the tabling of the final report.
The committee continued to discuss matters related to committee business.
At 6:07 p.m., the committee adjourned to the call of the chair.
