The Standing Senate Committee on Legal and Constitutional Affairs met this day at 5:18 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Dagenais, Di Nino, Fraser, Joyal, P.C., Peterson, Raine, Runciman, Unger and White (11).

In attendance: Robin MacKay and Cynthia Kirby, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 14, 2012, the committee began its study on the proposed Firearms Information Regulations (Non-Restricted Firearms).

APPEARING:

The Honourable Vic Toews, P.C., M.P., Minister of Public Safety.

WITNESSES:

Canadian Association of Chiefs of Police:

Mario Harel, Vice-President, Chief, Service de police de la Ville de Gatineau.

Ontario Provincial Police:

Superintendent Chris Wyatt, Chief Firearms Officer.

Royal Canadian Mounted Police:

John Robert Ervin, Chief Firearms Officer, Saskatchewan.

The chair made an opening statement.

The minister made a statement and answered questions.

At 6:10 p.m., the committee suspended.

At 6:16 p.m., the committee resumed.

Mr. Harel, Mr. Ervin and Superintendent Wyatt each made a statement and answered questions.

At 7:12 p.m., the committee adjourned to the call of the chair.
