The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:20 p.m., in room 257, East Block, the deputy chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Chaput, Dagenais, Fraser, Frum, Jaffer, Joyal, P.C., McIntyre, Ngo, Runciman and White (12).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 16, 2012, the committee continued its consideration of Bill C-290, An Act to amend the Criminal Code (sports betting).

WITNESSES:

Canadian Gaming Association:

Bill Rutsey, President and Chief Executive Officer;

Paul Burns, Vice President.

Responsible Gambling Council:

Jon Kelly, Chief Executive Officer.

Ontario Problem Gambling Research Centre:

Lynda Hessey, Chair, Board of Director;

Gary O'Connor, Chief Executive Officer.

The deputy chair made an opening statement.

Mr. Rutsey made a statement and, together with Mr. Burns, answered questions.

At 5:16 p.m., the committee suspended.

At 5:22 p.m., the committee resumed.

Mr. Kelly, Ms. Hessey and Mr. O'Connor each made a statement and answered questions.

At 6:16 p.m., the committee adjourned to the call of the chair.
