The Standing Senate Committee on Legal and Constitutional Affairs met this day in camera at 10:30 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Dagenais, Fraser, Joyal, P.C., McIntyre, Ngo, Runciman and White (9).
Other senator present: The Honourable Senator Frum (1).
In attendance: Lyne Casavant and Erin Shaw, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, October 4, 2011, the committee continued its study on the provisions and operation of the Act to amend the Criminal Code (production of records in sexual offence proceedings), S.C. 1997, c. 30. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)
Pursuant to rule 12-16(1)(d), the committee met in camera to consider a draft report.
It was agreed that senators' staff be permitted to remain in the room during the in camera portions of today's meeting; and
That the committee allow the transcription of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members and/or by the committee analysts, and that the transcript be destroyed by the clerk at the end of this parliamentary session;
It was agreed that a working document be circulated to the committee in English only.
It was agreed that the draft report be adopted in principle and that the Subcommittee on Agenda and Procedure review and approve the final version of the report, taking into account today's discussions.
At 12:55 p.m., the committee adjourned to the call of the chair.
