The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:21 p.m., in room 257, East Block, the chair, the Honourable Senator Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Cowan, Dagenais, Fraser, Frum, Jaffer, Joyal, P.C., McIntyre, Ngo, Runciman and White (12).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 25, 2012, the committee began its consideration of Bill C-293, An Act to amend the Corrections and Conditional Release Act (vexatious complainants).

WITNESSES:

Roxanne James, M.P., Scarborough Centre, sponsor of the bill

Correctional Service of Canada:

Don Head, Commissioner;

Elizabeth Van Allen, Acting Assistant Commissioner, Policy Sector.

The chair made an opening statement.

Ms. James, M.P. made a statement and answered questions.

At 5:20 p.m., the committee suspended.

At 5:25 p.m., the committee resumed.

Mr. Head made a statement and answered questions.

At 6:16 p.m., the committee adjourned to the call of the chair.
