The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:28 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Buth, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Rivest, Runciman and White (12).

In attendance: Lyne Casavant and Michel Bédard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 7, 2013, the committee continued its consideration of Bill C-53, An Act to assent to alterations in the law touching the Succession to the Throne.

APPEARING:

The Honourable Robert Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

Department of Justice Canada:

Donald Piragoff, Senior Assistant Deputy Minister;

Karen Audcent, Senior Counsel, Criminal Law Policy Section;

Warren J. Newman, Senior General Counsel, Constitutional and Administrative Law Section.

Privy Council Office:

Joe Wild, Assistant Secretary to the Cabinet, Machinery of Government.

The chair made an opening statement.

The Minister made a statement and, together with Mr. Newman and Mr. Wild answered questions pertaining to Bill C-53.

At 11:15 a.m., pursuant to the order of reference adopted by the Senate on Thursday, March 7, 2013, the committee began its consideration of the subject matter of Bill C-55, An Act to amend the Criminal Code, introduced in the House of Commons on February 11, 2013.

The Minister made a statement and, together with Ms. Audcent and Mr. Piragoff, answered questions pertaining to Bill C-55.

At 12 p.m., the committee suspended.

At 12:08 p.m., pursuant to the order of reference adopted by the Senate on Thursday, March 7, 2013, the committee resumed its consideration of Bill C-53, An Act to assent to alterations in the law touching the Succession to the Throne.

Mr. Newman and Mr. Wild answered questions.

At 12:20 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-53, An Act to assent to alterations in the law touching the Succession to the Throne.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 1, which contains the short title carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 12:24 p.m., the committee adjourned to the call of the chair.
