The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:19 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Cordy, Dagenais, Fraser, Frum, Joyal, P.C., McIntyre, Rivest, Runciman and White (12).

In attendance: Lyne Casavant and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 16, 2013, the committee continued its consideration of Bill S-16, An Act to amend the Criminal Code (contraband tobacco). (For complete text of the order of reference, see proceedings of the committee, Issue No. 35.)

WITNESSES:

Canadian Cancer Society:

Rob Cunningham, Senior Policy Analyst.

Coalition québécoise pour le contrôle du tabac:

Flory Doucas, Co-director and Spokesperson.

Ontario Campaign for Action on Tobacco:

Michael Perley, Director.

As individuals:

Jean Daudelin, Associate Professor, Carleton University;

Nachum Gabler, Economist.

Mohawk Council of Kahnawà:ke:

Lloyd Phillips, Chief.

The chair made an opening statement.

Mr. Cunningham, Mr. Perley, and Ms. Doucas each made a statement and answered questions.

At 5:25 p.m., the committee suspended.

At 5:30 p.m., the committee resumed.

Mr. Daudelin and Mr. Gabler each made a statement and answered questions.

At 6:18 p.m., the committee suspended.

At 6:24 p.m., the committee resumed.

Chief Phillips made a statement and answered questions.

At 7:04 p.m., the committee adjourned to the call of the chair.
