The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3:06 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Dagenais, Dallaire, Fraser, Joyal, P.C., McIntyre, Rivest, Runciman and White (10).

In attendance: Erin Shaw and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 21, 2013, the committee continued its consideration of Bill C-15, an Act to amend the National Defence Act and to make consequential amendments to other acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 36.)

WITNESSES:

The Honourable Patrick J. LeSage, former Chief Justice of the Ontario Superior Court of Justice.

Royal Canadian Mounted Police:

Chief Superintendent Paula Dionne, Director General, Canadian Police Information Centre (CPIC);

Chief Superintendent Chuck Walker, Director General, Canadian Criminal Real Time Identification Services.

The chair made an opening statement.

Mr. LeSage made a statement and answered questions.

At 3:58 p.m., the committee suspended.

At 4 p.m., the committee resumed.

Chief Superintendent Walker made a statement and answered questions.

At 4:18 p.m., the committee adjourned to the call of the chair.
