The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3:18 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Plett, Rivest, Runciman and White (12).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 21, 2013, the committee continued its consideration of Bill C-350, An Act to amend the Corrections and Conditional Release Act (accountability of offenders). (For complete text of the order of reference, see proceedings of the committee, Issue No. 38.)

The chair made a statement.

The chair asked if the committee wished to proceed to clause-by-clause consideration of Bill C-350, An Act to amend the Corrections and Conditional Release Act (accountability of offenders).

The Honourable Senator White moved:

That the committee defer clause by clause consideration of this bill.

After debate, the question being put on the motion, it was adopted.

At 3:23 p.m., the committee suspended.

At 3:26 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, June 11, 2013, the committee began its consideration of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act, the deputy chair, the Honourable Joan Fraser presiding.

APPEARING:

The Honourable Vic Toews, P.C., M.P., Minister of Public Safety.

WITNESSES:

Public Safety Canada:

Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Directorate.

Royal Canadian Mounted Police:

Superintendent Stephen Foster, Director, Witness Protection Program;

Ian Bradley, Counsel, Legal Services.

The deputy chair made an opening statement.

Mr. Bhupsingh, Superintendent Foster and Mr. Bradley, answered questions.

At 4 p.m., the minister made a statement and, together with the officials, answered questions.

At 5:22 p.m., the committee adjourned to the call of the chair.
