The Standing Senate Committee on Fisheries and Oceans met this day at 5:12 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Cochrane, Harb, Hubley, MacDonald, Manning, Oliver, Poirier and Raine (8).

In attendance: Sarah Jane Fraser and François Côté, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 8, 2012, the committee continued to examine issues relating to the lobster fishery in Atlantic Canada and Quebec. (For complete text of the order of reference, see proceedings of the committee, Issue No. 6.)

WITNESSES:

Fisheries and Oceans Canada:

David Balfour, Senior Assistant Deputy Minister, Ecosystems and Fisheries Management;

Morley Knight, Director General, Resource Management, Ecosystems and Fisheries Management;

Siddika Mithani, Assistant Deputy Minister, Ecosystems and Oceans Science;

David Gillis, Director General, Ecosystem Science, Ecosystems and Oceans Science.

Mr. Balfour and Ms. Mithani made a statement and, together with Mr. Knight and Mr. Gillis, answered questions.

At 6:55 p.m., the committee suspended.

At 7 p.m., pursuant to the order of reference adopted by the Senate on Thursday, October 20, 2011, the committee continued its study on the management of the grey seal population off Canada's East Coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda (future business).

At 7:06 p.m., the committee adjourned to the call of the chair.
