The Standing Senate Committee on Fisheries and Oceans met this day at 9:10 a.m., in the Rendez-vous Room, Future Inns Moncton, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Hubley, Manning, McInnis, Poirier and Unger (5).

In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate of the Senate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 8, 2012, the committee continued to examine issues relating to the lobster fishery in Atlantic Canada and Quebec. (For complete text of the order of reference, see proceedings of the committee, Issue no. 6.)

Government of New Brunswick:

The Honourable Michael Olscamp, MLA, Minister of Agriculture, Aquaculture and Fisheries;

Joseph LaBelle, Director, Policy, Advocacy and Strategic Projects Branch, Department of Agriculture, Aquaculture and Fisheries;

Gilles LeBlanc, Senior Processing Development Officer, Business Development Branch, Department of Agriculture, Aquaculture and Fisheries.

Government of Prince Edward Island:

The Honourable Ron W. MacKinley, MLA, Minister of Fisheries, Aquaculture and Rural Development;

Richard Gallant, Deputy Minister, Department of Fisheries, Aquaculture and Rural Development;

Barry MacPhee, Director, Department of Fisheries, Aquaculture and Rural Development.

It was agreed that coverage by electronic media of the committee's public proceedings with the least possible disruption of its hearings be permitted.

Minister Olscamp made a statement and, together with Messrs. LaBelle and LeBlanc, answered questions.

At 10:30 a.m., the committee suspended.

At 10:40 a.m., the committee resumed.

Minister MacKinley and Mr. Gallant made a statement and, together with Mr. MacPhee, answered questions.

At 12:10 p.m., the committee adjourned to the call of the chair.
