The Standing Senate Committee on Fisheries and Oceans met this day at 6:14 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.
Members of the committee present: The Honourable Senators Harb, Hubley, MacDonald, Manning, McInnis, Poirier, Raine, Unger and Wells (9).
In attendance: Odette Madore and Penny Becklumb, Analysts, Parliamentary Information and Research Services, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate of the Senate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 28, 2012, the committee continued its consideration on Bill S-13, An Act to amend the Coastal Fisheries Protection Act. (For complete text of the order of reference, see proceedings of the committee, Issue no. 13.)

Mr. McGuinness made a statement and answered questions.

At 7:50 p.m., the committee suspended.
At 8:00 p.m., the committee resumed in camera.
Pursuant to the order of reference adopted by the Senate on Sunday, June 26, 2011, the committee continued to examine issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of the order of reference, see proceedings of the committee, Issue no. 1.)
Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).
It was agreed that the chair be authorized to seek authority from the Senate for the following order of reference:
That the Standing Senate Committee on Fisheries and Oceans be authorized to examine and report on the regulation of aquaculture in Canada and future prospects for the industry; and
That the committee report from time to time to the Senate but no later than June 30, 2014, and that the committee retain all powers necessary to publicize its findings until October 31, 2014.
At 8:40 p.m., the committee adjourned to the call of the chair.
