The Standing Senate Committee on National Security and Defence met this day at 4 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Dallaire, Dawson, Eggleton, P.C., Lang, Manning, Mitchell, Nolin, Plett and Wallin (9).

In attendance: Martin Auger and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its study of Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

National Defence:

Lieutenant-General Charles Bouchard, Former Commander of NATO Operation Unified Protector;

Major-General Jonathan Vance, Director of Staff, Strategic Joint Staff;

Marius Grinius, Director General, International Security Policy;

Lieutenant-Colonel Robin Holman, Assistant Deputy Judge Advocate General, Operational Law;

Lieutenant-General Stuart Beare, Commander Canadian Expeditionary Force Command;

Brigadier-General Charles Lamarre, Former Commander, JTFA HQ 5-11, Mission Transition Task Force.

Lieutenant-General Bouchard made a statement and, together with Major-General Vance, Lieutenant-Colonel Holman, and Mr. Grinius, answered questions.

At 5 p.m., the committee suspended.

At 5:25 p.m., the committee resumed.

Lieutenant-General Beare made a statement and, together with Major-General Vance and Brigadier-General Lamarre, answered questions.

At 6:45 p.m., the committee adjourned to the call of the chair.
