The Standing Senate Committee on National Security and Defence met this day at 4:05 p.m. in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.
Members of the committee present: The Honourable Senators, Campbell, Dallaire, Day, Duffy, Lang, Mitchell, Nolin, Patterson and Plett (9).
In attendance: Holly Porteous and Dominique Valiquet, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, April 18, 2013, the committee began its study on Bill C-42, An Act to amend the Royal Canadian Mounted Police Act and to make related and consequential amendments to other Acts.
APPEARING:
The Honourable Vic Toews, P.C., M.P., Minister of Public Safety.
WITNESSES:
Public Safety Canada:
François Guimont, Deputy Minister;
Mark Potter, Director General, Policing Policy Directorate.
Royal Canadian Mounted Police:
Bob Paulson, Commissioner;
Superintendent Michael O'Rielly, Director, Legislative Reform Initiative.
The chair made a statement.
The Honourable Vic Toews made a statement and, together with Commissioner Paulson and Mr. Guimont, answered questions.
At 5 p.m., Minister Toews was excused and Mr. Potter was invited to join the panel.
At 5:20 p.m., the committee suspended and Commissioner Paulson and Mr. Guimont were excused.
At 5:35 p.m., the committee resumed and Superintendent O'Rielly was invited to join Mr. Potter, and, together, they answered questions.
At 6:40 p.m., the committee adjourned to the call of the chair.
