The Senate Committee of Selection met this day at 9 a.m., pursuant to rule 88 of the Rules of the Senate, to hold an organizational meeting; and, pursuant to rule 85(1)(a) of the Rules of the Senate, to nominate a senator to preside as Speaker pro tempore; and, pursuant to rule 85(1)(b) of the Rules of the Senate, to nominate senators to serve on select committees during the present session.

Heather Lank, Clerk of the Committee: Honourable senators, I see a quorum. As clerk of your committee, it is my duty to preside over the election of the chair. I am ready to receive a motion to that effect.

Senator Munson: I wish to nominate Senator Marshall as chair.

Ms. Lank: Are there any other nominations? Seeing none, it is moved by the Honourable Senator Munson that the Honourable Senator Marshall be chair of this committee.

Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

Ms. Lank: I declare the motion carried, and I invite the Honourable Senator Marshall to please come and take the chair.

The Chair: Thank you very much. We should not be too long here today.

I see from the agenda that the next order of business relates to the election of a deputy chair. My first order of business is to ask for a motion for nomination of a deputy chair.

Senator Comeau: Madam Chair, I nominate Senator Jim Munson.

The Chair: It is moved by the Honourable Senator Comeau that the Honourable Senator Munson be deputy chair of the committee. Are there any other nominations?

The next order of business is to ask for a motion for the nomination of a Speaker pro tempore.

Senator Comeau: Madam Chair, I nominate Senator Donald Oliver.

The Chair: It is moved by the Honourable Senator Comeau that the Honourable Senator Oliver be nominated to preside as Speaker pro tempore.

We will get into the nomination now of members to serve on committees.

We will start with the members from the government side of the Senate. Could I have nominations for the Standing Senate Committee on Aboriginal Peoples?

Senator Munson: I would like to move the following names for the Aboriginal Peoples Committee on the government side: Senators Ataullahjan, Brazeau, Demers, Meredith, Patterson, Raine and St. Germain.

The Chair: Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

The Chair: Carried.

Could I have nominations for members from the opposition side of the Senate?

Senator Martin: I move the following honourable senators from the opposition: Senators Campbell, Dallaire, Dyck, Lovelace Nicholas and Sibbeston.

The Chair: Carried.

The next committee is the Standing Senate Committee on Agriculture and Forestry. Could I have nominations for members from the government side who will serve on the committee?

Senator Munson: I nominate Senators Duffy, Eaton, Mockler, Ogilvie, Plett, Rivard and Segal.

The Chair: Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

Could I have a motion for members from the opposition side, please?

Senator Greene: I move that the members on the Agriculture and Forestry Committee from the opposition side be Senators Callbeck, Fairbairn, Mahovlich, Mercer and Robichaud.

The Chair: Is it your pleasure, honourable senators, to adopt this motion?

Hon. Senators: Agreed.

Senator Jaffer: Could I ask a question? I may be out of order, but is there anything stopping us from just adopting what we have before us instead of going through every committee?

Ms. Lank: It needs to be on the record.

The Chair: We are moving to the Standing Senate Committee on Banking, Trade and Commerce.

Senator Robichaud: Madam Chair, could we have only one motion for all the members, instead of having a motion for the government and another one for the opposition?

The Chair: We are talking about the Standing Senate Committee on Banking, Trade and Commerce. Could I have nominations for members from the government side who will serve on this committee?

Senator Munson: I move of following names for this committee: Senators Gerstein, Greene, Meighen, Oliver, Smith (Saurel), Stewart Olsen and Tkachuk.

The Chair: Could I have the names of members who will serve from the opposition side?

Senator Frum: I move that the following senators serve on the Banking Committee: Harb, Hervieux-Payette, Massicotte, Moore and Ringuette.

We will move to the Standing Senate Committee on Energy, the Environment and Natural Resources. Could I have nominations for members serving from the opposition side?

The Chair: Could I have nominations for members who will serve on the government side?

Senator Munson: I move the names of Senators Angus, Brown, Dickson, Johnson, Neufeld, Seidman and Wallace.

We are moving to the Standing Senate Committee on Fisheries and Oceans. Could I have nominations for members who will serve from the opposition side of the Senate?

Senator Martin: I move the following senators to serve on the Standing Senate Committee on Fisheries and Oceans: Senators Hubley, Losier-Cool, Lovelace Nicholas, Poy and Watt.

The Chair: Could I also have nominations for members who will serve from the government side?

Senator Munson: I move the following names: Senators Cochrane, MacDonald, Manning, Oliver, Patterson, Poirier and Raine.

We are now moving to the Standing Senate Committee on Foreign Affairs and International Trade. Could I have nominations for members who will serve on the government side?

Senator Munson: I move the following names: Senators Andreychuk, Finley, Fortin-Duplessis, Johnson, Nolin, Segal and Wallin.

The Chair: Could I have nominations for members who will serve on the opposition side?

Senator Greene: I nominate Senators De Bané, Downe, Mahovlich, Robichaud and Smith (Cobourg).

Could I have a motion from the opposition side of the Senate regarding membership on the Standing Senate Committee on Human Rights?

Senator Frum: I nominate Senators Baker, Hubley, Jaffer and Zimmer.

Senator Munson: On the government side, I move the names of Senators Andreychuk, Ataullahjan, Brazeau, Kochhar and Nancy Ruth.

For the Standing Committee on Internal Economy, Budgets and Administration, could I have nominations for members from the government side?

Senator Munson: I nominate Senators Carignan, Comeau, Di Nino, Kinsella, Marshall, Smith (Saurel), Stewart Olsen, Stratton and Tkachuk.

Senator Fraser: I am sorry to interrupt, but is Senator Carignan therefore not an ex officio member but a regular member of the committee?

Senator Comeau: Correct.

The Chair: Could I have nominations for members from the opposition side of the Senate?

Senator Comeau: I nominate Senators Campbell, Cordy, Downe, Furey, Munson and Poulin.

The Chair: I would just ask for clarification from Senator Munson. When he was nominating members from the government side, he mentioned Senator Smith. Could he clarify that it is Senator Larry Smith from the Conservative side?

Senator Munson: I nominate the former player for the Montreal Alouettes, Senator Larry Smith.

Now we will move to the Standing Senate Committee on Legal and Constitutional Affairs. Could I have nominations, please, for members on the government side?

Senator Munson: I move the names of Senators Angus, Boisvenu, Frum, Lang, Meredith, Runciman and Wallace.

The Chair: Could I also have nominations for the opposition side of the Senate?

Senator Martin: I nominate Senators Baker, Chaput, Fraser, Joyal and Watt.

For the Standing Joint Committee on the Library of Parliament, could I have nominations for membership on the committee from the opposition side of the Senate?

Next is the Standing Committee on Rules, Procedures and the Rights of Parliament. Could I have nominations for members from the government side?

Senator Frum: I nominate Senators Fraser, Furey, Joyal, McCoy and David Smith.

Next is the Standing Joint Committee for the Scrutiny of Regulations. I would like to have nominations for membership from the opposition side of the Senate.
