The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:28 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin K. Ogilvie, presiding.

Members of the committee present: The Honourable Senators Callbeck, Campbell, Cordy, Eggleton, P.C., Housakos, Hubley, Martin, Ogilvie, Seidman, Seth, Verner, P.C., and Wallace (12).

In attendance: Sonya Norris, Karin Phillips and Sandra Elgersma, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2011, the committee continued its study on prescription pharmaceuticals in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 12.)

WITNESSES:

As individuals:

Matthew Herder, Assistant Professor, Health Law Institute, Faculties of Medicine and Law, Dalhousie University;

Dr. David Moher, Senior Scientist, Clinical Epidemiology Program, Ottawa Hospital Research Institute.

The chair made a statement.

Mr. Herder and Dr. Moher each made a statement and, together, answered questions.

At 11:26 a.m., the committee suspended.

At 11:29 a.m. the committee resumed and pursuant to the order of reference adopted by the Senate on Thursday, May 3, 2012, began its study on the subject-matter of those elements contained in Division 54 of Part 4 of Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

The Honourable Jason Kenney, P.C., M.P., Minister of Citizenship and Immigration Canada.

WITNESSES:

Citizenship and Immigration Canada:

Les Linklater, Assistant Deputy Minister, Strategic and Program Policy;

Alain Laurencelle, Counsel, Legal Services.

Human Resources and Skills Development Canada:

Campion Carruthers, Director, Program Integrity Division.

The chair made a statement.

Minister Kenney made a statement and, together with Mr. Linklater, Mr. Laurencelle and Mr. Carruthers answered question.

At 12:29 p.m., the committee adjourned to the call of the chair.
