The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:02 a.m., in room 257, East Block, the deputy chair, the Honourable Grant Mitchell presiding.

Members of the committee present: The Honourable Senators Black, Boisvenu, Frum, MacDonald, Massicotte, Mitchell, Patterson, Ringuette, Seidman and Wallace (10).

In attendance: Sam Banks, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 4, 2013, the committee continued its examination of the subject-matter of Bill C-15, An Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the MacKenzie Valley Resource Management Act, other Acts and certain orders and regulations.

WITNESSES:

Aboriginal Affairs and Northern Development Canada:

Paula Isaak, Director General, Natural Resources and Environment Branch;

Wayne Walsh, Director, Northwest Devolution Negotiations;

Tara Shannon, Director, Resource Policy and Programs Directorate;

Alison Lobsinger, Manager, Legislation and Policy.

Department of Justice Canada:

Tom Isaac, Senior Counsel, Negotiations, Northern Affairs and Federal Interlocutor.

The deputy chair made a statement.

Mr. Walsh, Ms. Shannon and Ms. Lobsinger made a statement and, together with Mr. Isaac, answered questions.

At 9:50 a.m., the committee adjourned to the call of the deputy chair.
