The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:06 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld presiding.

Members of the committee present: The Honourable Senators Black, Frum, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Seidman, Tannas and Wallace (10).

In attendance: Sam Banks, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 4, 2013, the committee continued its examination of the subject-matter of Bill C-15, An Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the MacKenzie Valley Resource Management Act, other Acts and certain orders and regulations.

The chair made a statement.

Ms. Blondin-Andrew and Grand Chief Erasmus each made a statement and, together with Ms. Rabesca Zoe and Mr. Leas, answered questions.

At 9:07 a.m., the committee suspended.

At 9:10 a.m., the committee resumed.

The chair made a statement.

Mr. Alexie made a statement and, together with Mr. Tomlinson, answered questions.

At 10 a.m., the committee adjourned to the call of the chair.
