The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:06 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Black, Enverga, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman and Sibbeston (10).

Other senator present: The Honourable Senator Eggleton, P.C. (1).

In attendance: Marc LeBlanc and Sam Banks, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 19, 2015, the committee continued its examination on Bill C-40, An Act respecting the Rouge National Urban Park.

WITNESSES:

Altona Forest Stewardship Committee:

Larry Noonan, Chair.

As an individual:

Alan Wells, Former Chair, Rouge Park Alliance.

York Region Federation of Agriculture:

Kim Empringham, Secretary/Treasurer/Director.

The chair made a statement.

It was agreed that the clerk circulate the three Memorandums of Understanding provided by Parks Canada (provided in English only) regarding the land transfer agreements related to the land the new park will include.

Mr. Noonan, Mr. Wells and Ms. Empringham each made a statement and, together, answered questions.

At 9:54 a.m., the committee adjourned to the call of the chair.
