The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:01 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Black, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman and Wallace (9).

In attendance: Sam Banks, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 14, 2015, the committee continued its examination of Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act.

WITNESSES:

Robert Blakely, Canadian Operating Officer.

Canadian Energy Pipeline Association: (by video conference)

Brenda Kenny, President and Chief Executive Officer;

Jim Donihee, Chief Operating Officer.

Martin Caron, Second Vice-president, Corporate;

Stéphane Forest, Counsel, Legal Affairs Branch;

Isabelle Bouffard, Economic and Trade Coordinator, Agriculture Policy and Research Branch.

The chair made a statement.

Mr. Blakely and Ms. Kenny each made a statement and, together with Mr. Donihee, answered questions.

At 9 a.m., the committee suspended.

At 9:04 a.m., the committee resumed.

The deputy chair made a statement.

Mr. Olszynski and Mr. Caron each made a statement and, together with Ms. Bouffard and Mr. Forest, answered questions.

At 9:54 a.m., the committee adjourned to the call of the chair.
