The Standing Senate Committee on Legal and Constitutional Affairs met at 10:31 a.m. this day, in room 257, East Block, the deputy chair, the Honourable George Baker, P.C., presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Day, Frum, Joyal, P.C., McIntyre, Plett, Rivest, and Runciman (11).

In attendance: Robin MacKay and Caroline Sauvé, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 4, 2014, the committee continued its study of Bill C-217, An Act to amend the Criminal Code (mischief relating to war memorials).

WITNESSES:

Royal Canadian Legion:

Gordon Moore, Dominion President;

Steven Clark, Director of National Ceremonies.

Commonwealth War Graves Commission:

Brigadier-General (Ret') David Kettle, Secretary General, Canadian Agency.

Criminal Lawyers' Association:

Leo Russomanno, Representative.

Canadian Council of Criminal Defence Lawyers:

Graeme Hamilton, Representative.

The deputy chair made an opening statement.

Mr. Moore and Mr. Kettle each made a statement and answered questions.

At 11:40 a.m., the committee suspended.

At 11:48 a.m., the committee resumed.

Mr. Russomanno and Mr. Hamilton each made a statement and answered questions.

At 12:53 p.m., the committee adjourned to the call of the chair.
