The Standing Senate Committee on Legal and Constitutional Affairs has the honour to present its
FIFTH REPORT
Your committee, to which was referred Bill S-2, An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations, has, in obedience to the order of reference of Tuesday, March 4, 2014, examined the said bill and now reports the same without amendment.
Your committee has also made certain observations, which are appended to this report.

OBSERVATIONS
to the Fifth Report of the Standing Senate Committee on
Legal and Constitutional Affairs
(Bill S-2)
During the 1st Session of the 41st Parliament, the committee made the following observation to Bill S-12, An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations, and concurs the same:
Some witnesses who were supportive of Bill S-12 nonetheless expressed a desire for greater certainty about how the bill would be implemented. The committee encourages the government to develop guidelines with respect to the use of incorporation by reference.
