The Standing Senate Committee on Legal and Constitutional Affairs met at 1:33 p.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Joyal, P.C., McInnis, Mockler, Moore, Plett, Rivest and Runciman (12).

Other senators present: The Honourable Senators Black, McCoy and Ringuette (3).

In attendance: Robin MacKay and Sebastian Spano, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, April 7, 2014, the committee continued its study of the subject matter of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts.

Marc Mayrand, Chief Electoral Officer;

Stéphane Perrault, Deputy Chief Electoral Officer, Legal Services, Compliance and Investigations.

Jean-Pierre Kingsley, Former Chief Electoral Officer of Canada;

Sheila Fraser, Former Auditor General of Canada;

Gerald Chipeur, Lawyer, Miller Thomson.

Canadian National Institute for the Blind:

Diane Bergeron, National Director of Government Relations and Advocacy.

People First of Ontario:

Kory Earle, President.

The chair made an opening statement.

Mr. Mayrand made a statement and answered questions.

At 2:31 p.m., the committee suspended.

At 2:36 p.m., the committee resumed.

Mr. Kingsley made a statement and answered questions.

At 3:20 p.m., the committee suspended.

At 3:27 p.m., the committee resumed.

Ms. Fraser made a statement and answered questions.

At 4:20 p.m., the committee suspended.

At 4:40 p.m. the committee resumed.

Ms. Bergeron and Mr. Earle each made a statement and answered questions.

At 5:16 p.m., the committee suspended.

At 5:51 p.m., the committee resumed.

Mr. Chipeur made a statement and answered questions.

At 6:32 p.m., the committee adjourned to the call of the chair.
