The Standing Senate Committee on Legal and Constitutional Affairs met at 10:31 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Dagenais, Frum, Jaffer, Joyal, P.C., McInnis, McIntyre, Plett, Rivest and Runciman (11).

In attendance: Robin MacKay, analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 1, 2014, the committee continued its study of Bill C-394, An Act to amend the Criminal Code and the National Defence Act (criminal organization recruitment). (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Canadian Police Association:

Tom Stamatakis, President (by video conference).

Royal Canadian Mounted Police:

Guy Pilon, Chief Superintendent, Criminal Intelligence Service Canada;

Ken Lamontagne, Director, Strategic Intelligence Analysis, Criminal Intelligence Service Canada.

Aboriginal Legal Services of Toronto:

Christa Big Canoe, Legal Advocacy Director.

Criminal Lawyers' Association:

Michael Spratt, Representative.

The chair made an opening statement.

Mr. Stamatakis made a statement and answered questions.

At 11:16 a.m., the committee suspended.

At 11:21 a.m., the committee resumed.

Chief Superintendent Pilon made a statement and, together with Mr. Lamontagne, answered questions.

At 12:01 p.m., the committee suspended.

At 12:18 p.m., the committee resumed.

Mr. Spratt and Ms. Big Canoe each made a statement and answered questions.

At 1:17 p.m., the committee adjourned to the call of the chair.
