The Standing Senate Committee on Legal and Constitutional Affairs met at 4:17 p.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Jaffer, Joyal, P.C., McIntyre, Plett, Rivest, Runciman and Unger (12).

In attendance: Robin MacKay and Julian Walker, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 1, 2014, the committee continued its study of Bill C-394, An Act to amend the Criminal Code and the National Defence Act (criminal organization recruitment). (For complete text of the order of reference, see proceedings of the committee, Issue No. 9).

WITNESSES:

Parm Gill, Member of Parliament for Brampton—Springdale, sponsor of the bill.

Fraternité des policiers et policières de la Ville de Québec:

Bernard Lerhe, President.

Service de police de la Ville de Québec:

François Collin, Captain.

Canadian Council of Criminal Defence Lawyers:

Nadia Liva, Representative.

The chair made an opening statement.

Mr. Gill answered questions.

At 5:06 p.m., the committee suspended.

At 5:12 p.m., the committee resumed.

Ms. Liva, Mr. Lerhe and Mr. Collin each made a statement and answered questions.

At 6:18 p.m., the committee adjourned to the call of the chair.
