The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:31 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., MacDonald, McInnis, McIntyre, Runciman and White (12).

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 24, 2015, the committee continued its examination of Bill C-32, An Act to enact the Canadian Victims Bill of Rights and to amend certain Acts.

WITNESSES:

Department of Justice Canada:

Carole Morency, Director General and Senior General Counsel, Criminal Law Policy Section;

Pamela Arnott, Director and Senior Counsel, Policy Centre for Victim Issues.

Correctional Service Canada:

Don Head, Commissioner.

Public Safety Canada:

Daryl Churney, Director, Corrections and Criminal Justice Division.

The chair made an opening statement.

The witnesses answered questions from time to time.

It was agreed to proceed to clause-by clause consideration of Bill C-32.

It was agreed that the title stand postponed.

It was agreed that the remaining clauses be grouped according to the parts of the bill as described in the Table of Provisions of Bill C-32.

After debate, it was agreed that clause 2 carry, on division, with the Honourable Senator Joyal, P.C., abstaining on sections 25, 28 and 29 of clause 2.

It was agreed that clause 2.1 carry.

It was agreed that clauses 3-36 carry, with the Honourable Senator Joyal, P.C., abstaining on clauses 23 and 24.

It was agreed that clauses 37-44 carry.

It was agreed that clauses 45-51 carry.

It was agreed that clauses 52-53 carry.

It was agreed that clause 54 carry.

It was agreed that clauses 55-59 carry.

It was agreed that clause 60 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the bill carry, with abstentions to some clauses being noted.

It was agreed that the chair report this bill to the Senate.

At 11:35 a.m., the committee adjourned to the call of the chair.
