The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Beyak, Dagenais, Jaffer, Joyal, P.C., McInnis, McIntyre, Plett, Runciman and White (11).

In attendance: Julian Walker and Tayna Dupuis, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2015, the committee continued its examination of Bill C-42, An Act to amend the Firearms Act and the Criminal Code and to make a related amendment and a consequential amendment to other Acts.

WITNESSES:

Public Safety Canada:

Kathy Thompson, Assistant Deputy Minister, Community Safety & Countering Crime Branch;

Lyndon Murdock, Director, Operational and Policing Policy Directorate .

Department of Justice:

Julie Besner, Acting Senior Counsel, Criminal Law Policy Section.

Ontario Federation of Anglers and Hunters:

Greg Farrant, Manager, Government Affairs and Policy.

As individuals:

John Gayder, Constable;

Jessie Mc Nicoll.

Canadian Shooting Sports Association:

Steve Torino, President.

As an individual:

Solomon Friedman, Firearms Law Expert.

Firearms Institute for Rational Education:

Todd Brown, Executive Director.

Nova Scotia Federation of Anglers and Hunters:

Tony Rodgers, Executive Director (by video conference).

The chair made a statement.

Ms. Thompson, Ms. Besner and Mr. Murdock answered questions.

At 4 p.m., the committee suspended.

At 4:06 p.m., the committee resumed.

Mr. Farrant, Mr. Gayder, Ms. McNicoll and Mr. Torino each made a statement and answered questions.

At 5:02 p.m., the committee suspended.

At 5:07 p.m., the committee resumed.

Mr. Friedman, Mr. Brown and Mr. Rodgers each made a statement and answered questions.

At 5:18 p.m., the committee suspended.

At 5:54 p.m., the committee resumed.

The witnesses answered questions.

At 6:27 p.m., the committee adjourned to the call of the chair.
