The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Batters, Beyak, Dagenais, Jaffer, Joyal, P.C., McInnis, McIntyre, Plett, Runciman and White (11).
In attendance: Julian Walker; and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2015, the committee continued its examination of Bill C-42, An Act to amend the Firearms Act and the Criminal Code and to make a related amendment and a consequential amendment to other Acts.

The chair made an opening statement.
Ms. Cukier and Mx. Rathjen each made a statement and answered questions.
At 11:27 a.m., the committee suspended.
At 11:33 a.m., the committee resumed.
Pursuant to the order of reference adopted by the Senate on Thursday, May 28, 2015, the committee continued its examination of Bill C-12, An Act to amend the Corrections and Conditional Release Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 32.)

The witnesses answered questions from time to time.
It was agreed to proceed to clause-by-clause consideration of Bill C-12.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title stand postponed.
The chair asked whether clause 2 carry.
Debate arose thereon.
After debate, it was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 4 carry.
It was agreed that clause 5 carry.
It was agreed that clause 1, which contains the short title, carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that the bill be reported to the Senate.
