The Standing Senate Committee on Fisheries and Oceans met this day, at 5:03 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Beyak, Enverga, Hubley, Manning, McInnis, Munson, Poirier, Raine, Stewart Olsen and Wells (10).

In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament; and Brigitte Lemay, Communications Officer, Communications Directorate of the Senate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, December 9, 2013, the committee began its study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans.

WITNESSES:

Government of Newfoundland and Labrador:

Hon. Keith Hutchings, Member of the House of Assembly for Ferryland, Minister of Fisheries and Aquaculture.

House of Assembly of Newfoundland and Labrador:

Dwight Ball, Member of the House of Assembly for Humber Valley, Leader of the Official Opposition;

Lorraine Michael, Member of the House of Assembly for Signal Hill-Quidi-Vidi, Leader of the Third Party.

Minister Hutchings, Mr. Ball and Ms. Michael made statements and answered questions.

At 6:09 p.m., the committee suspended.

At 6:16 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Monday, December 9, 2013, the committee continued its study on the regulation of aquaculture, current challenges and future prospects for the industry in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Health Canada:

Anatole Papadopoulos, Director, Bureau of Policy, Regulatory and Governmental Affairs, Food Directorate, Health Products and Food Branch.

Canadian Food Inspection Agency:

Dr. Harpreet S. Kochhar, Ph.D., Executive Director, Animal Health Directorate, Policy and Programs Branch;

Dr. Debbie J. Barr, Acting Director, Animal Health, Welfare & Biosecurity Division, Policy and Programs Branch.

Mr. Papadopoulos and Dr. Kochhar made statements and, together with Dr. Barr, answered questions.

At 7:06 p.m., the committee suspended.

At 7:10 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

At 7:14 p.m., the committee adjourned to the call of the chair.
