The Standing Senate Committee on Fisheries and Oceans has the honour to present its
FIFTH REPORT
Your Committee, which was authorized by the Senate on Monday, December 9, 2013, to examine and report on the regulation of aquaculture, current challenges and future prospects for the industry in Canada, respectfully requests funds for the fiscal year ending March 31, 2015, and requests, for the purpose of such study, that it be empowered to:
(c) travel outside Canada.
The original budget application submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee were printed in the Journals of the Senate on April 7, 2014. On April 10, 2014, the Senate approved a partial release of $263,645 to the committee.
Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, a reduced budget for Activity 2 submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee are appended to this report.

The Honourable Senator Manning moved, seconded by the Honourable Senator :
That the Standing Senate Committee on Fisheries and Oceans be authorized to examine and report on the regulation of aquaculture, current challenges and future prospects for the industry in Canada; and
That the papers and evidence received and taken and work accomplished by the committee on this subject during the First Session of the Forty-First Parliament be referred to the committee; and
That the committee report from time to time to the Senate but no later than June 30, 2015, and that the committee retain all powers necessary to publicize its findings for 180 days after the tabling of the final report.
The question being put on the motion, it was adopted.

1The travel activity in question was referred to as Activity 2 in the Fourth Report of the Standing Senate Committee on Fisheries and Oceans, presented on April 7, 2014, and adopted by the Senate on April 10, 2014. However, as per Appendix B of that report, funds were not released for Activity 2. As the present application is for a revised budget for the same activity, it is also referred to as Activity 2 herein.
The above budget was approved by the Standing Senate Committee on Fisheries and Oceans on Tuesday, May 27, 2014.
The undersigned or an alternate will be in attendance on the date that this budget is considered.

HISTORICAL INFORMATION
A budget authorization request in connection with this special study was adopted during the Second Session of the Forty-first Parliament for a travel activity in British Columbia, which occurred at the end of the fiscal year 2013-2014. The amount approved was $172,017.
A budget authorization request in connection with this special study was adopted during the Second Session of the Forty-first Parliament for travel Activity 1 in Newfoundland and Labrador and Nova Scotia, which occurred in May during the fiscal year 2014-2015, and Activity 3 in New Brunswick, Prince Edward Island and Québec, which is anticipated to occur in October during the fiscal year 2014-15. A partial release in the amount of $263,645 was approved.
GENERAL ESTIMATE OF THE TOTAL COST
OF THE SPECIAL STUDY
Pursuant to Chapter 3:06, section 2(2) of the Senate Administrative Rules.
The Committee submits the present revised budget authorization request in connection with this special study for the fiscal year 2014-2015 in the amount of $162,488. The total estimated cost for the entire study amounts to $598,150.

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Fisheries and Oceans for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2015, for the purpose of its special study on the regulation of aquaculture, current challenges and future prospects for the industry in Canada, as authorized by the Senate on Monday, December 9, 2013.
