The Standing Senate Committee on National Security and Defence met this day at 1 p.m. in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Dagenais, Dallaire, Lang, Segal, Wells and White (7).

In attendance: Holly Porteous, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 12, 2013, the committee continued its study on the status of Canada's international security and defence relations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

WITNESSES:

Lieutenant-General (U.S.A.) (Retired) Robert G. Gard Jr., Chairman, Center for Arms Control & Non-Proliferation;

The Honorable Philip E. Coyle, Senior Science Fellow, Center for Arms Control & Non-Proliferation.

The chair made an opening statement.

Lieutenant-General (Retired) Gard Jr. and Mr. Coyle each made a statement, and together answered questions.

At 2:01 p.m. the committee suspended.

At 2:06 p.m. the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, December 12, 2013, the committee continued its study on policies, practices, and collaborative efforts with Canada Border Services Agency. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Sharryn J. Aiken, Associate Dean (Graduate Studies & Research) and Associate Professor, Faculty of Law, Queen's University.

Sandy Boucher, former Detective Chief Inspector, Hong Kong Royal Police;

Garry Clement, retired RCMP officer.

The chair made an opening statement.

Ms. Stoyles and Ms. Aiken each made a statement, and together answered questions.

At 3:02 p.m. the committee suspended.

At 3:29 p.m. the committee resumed.

Mr. Boucher and Mr. Clement each made a statement, and together answered questions.

At 4:33 p.m. the committee suspended.

At 4:37 p.m. the committee resumed.

Pursuant to the order of reference adopted by the Senate on Wednesday, April 9, 2014, the committee continued its examination of the subject-matter of those elements contained in Divisions 1 and 7 of Part 6 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 6.)

Mr. Harris and Mr. White each made a statement, and together with Lieutenant-Colonel Smyth, Lieutenant-Colonel Poirier, Mr. Bryden, and Mr. Martin, answered questions.

At 5:03 p.m. the committee suspended.

At 5:05 p.m. the committee resumed.

Senator Dallaire made an oral report of the subcommittee's examination of the subject-matter of Section 1 of Part 6 of Bill C-31.

It was agreed that the chair report the committee's findings on the subject-matter of this bill to the Senate.

At 5:09 p.m. the committee adjourned to the call of the chair.
