The Standing Senate Committee on National Security and Defence met this day at 2:31 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Kenny, Lang, Mitchell, Moore, Ngo, Stewart Olsen and White (8).

Other senator present: The Honourable Senator Day (1).

In attendance: Holly Porteous and Dominique Valiquet, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 14, 2015, the committee began its examination of the subject matter of those elements contained in Divisions 2 and 17 of Part 3 of Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures.

WITNESSES:

Public Safety Canada:

John Davies, Director General, National Security Policy, National and Cyber Security Branch;

Ritu Banerjee, Director, Operational Policy and Review.

Department of Justice:

Sophie Beecher, Counsel, Public Safety Canada.

Citizenship and Immigration Canada:

Lu Fernandes, Director General, Passport Program Integrity;

Heather Richardson, Director, Passport Program Policy, Admissibility Branch.

As individuals:

Anil Kapoor, Barrister, Kapoor Barristers;

Salim Mansur, Associate Professor, Department of Political Science, Western University;

Gord Cameron, Partner, Blake, Cassels & Graydon LLP.

The chair made a statement.

Mr. Davies made a statement and, together with Ms. Banerjee, Ms. Beecher, Mr. Fernandes and Ms. Richardson, answered questions.

At 3:17 p.m., the committee suspended.

At 3:30 p.m., the committee resumed.

Mr. Kapoor, Mr. Cameron and Mr. Mansur each made a statement and together answered questions.

At 4:11 p.m., the committee adjourned to the call of the chair.
