The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:50 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Cordy, Eaton, Eggleton, P.C., Enverga, Nancy Ruth, Ogilvie, Seidman, Seth and Stewart Olsen (9).

Other senators present: The Honourable Senators Merchant and Meredith (2).

In attendance: Sonya Norris and Michael Dewing, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 25, 2014, the committee began its study of Bill S-213, An Act respecting Lincoln Alexander Day.

WITNESSES:

The Honourable Senator Don Meredith, sponsor of the bill.

Canadian Race Relations Foundation:

Rubin Friedman, Spokeperson and Member of the Board.

The chair made a statement.

The Honourable Senator Meredith and Mr. Friedman each made a statement and, together, answered question.

At 5:09 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill S-213, An Act respecting Lincoln Alexander Day.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

The chair asked whether clause 2 shall carry.

The Honourable Senator Stewart Olsen moved:

That Bill S-213, in clause 2, be amended by replacing, in the French version, line 1 on page 2 with the following:

"2. Le 21 janvier est, dans tout le Canada,''.

The question being put on the motion, it was adopted.

It was agreed that clause 2, as amended, carry.

It was agreed that clause 3 carry.

It was agreed that clause 1 carry.

The chair asked whether the preamble shall carry.

The Honourable Senator Stewart Olsen moved:

That the preamble of Bill S-213 be amended by adding after line 13 on page 1 the following:

"Whereas Colonel The Honourable Lincoln MacCauley Alexander was the first Black Canadian to be elected as Member of Parliament in the House of Commons, to be appointed as Cabinet Minister and to be appointed as Lieutenant Governor.''.

The question being put on the motion, it was adopted.

It was agreed that the preamble, as amended, carry.

It was agreed that the title carry.

It was agreed that the bill, as amended, carry.

It was agreed that the chair report Bill S-213, with amendments, to the Senate.

It was agreed that Senator Merchant's departure from the meeting at 5:12 p.m. be noted in the minutes of proceedings.

At 5:13 p.m., the committee suspended.

At 5:16 p.m., the committee resumed and pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, the committee continued its study on prescription pharmaceuticals in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)
