The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:35 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Eaton, Eggleton, P.C., Enverga, Merchant, Nancy Ruth, Ogilvie, Seidman, Seth and Stewart Olsen (11).

Other senator present: The Honourable Senator Hubley (1).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 29, 2014 the committee began its study of Bill S-218, An Act respecting National Fiddling Day.

WITNESSES:

The Honourable Senator Elizabeth Hubley, sponsor of the bill.

As individuals:

Sherry Johnson, Professor, York University;

Kelli Trottier, Musician;

Ivan Hicks, Fiddler;

Calvin Vollrath, Fiddler.

The chair made a statement.

The Honourable Senator Hubley and Ms. Johnson each made a statement. Ms. Trottier, Mr. Hicks and Mr. Vollrath each made a statement and demonstrated styles of Canadian fiddle music. Together, the witnesses answered questions.

At 5:19 p.m., it was agreed that the committee proceed to clause-by-clause consideration of S-218, An Act respecting National Fiddling Day.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry

It was agreed that clause 3 carry.

It was agreed that clause 1 carry.

The chair asked whether the preamble shall carry.

The Honourable Senator Stewart Olsen moved that Bill S-218 be amended in the preamble, on page 1, by replacing line 14 with the following:

"history of fiddle music, and in honour of Antonio".

The question being put on the motion, it was adopted.

It was agreed that the preamble, as amended, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that no observations be appended to the report on the bill.

It was agreed that the chair report Bill S-218, as amended, to the Senate.

At 5:22 p.m., the committee adjourned to the call of the chair.
