The Standing Senate Committee on Transport and Communications met this day at 6:47 p.m., in room 9, Victoria Building, the deputy chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Greene, Housakos, Maltais, Martin, Merchant, Unger and Verner, P.C. (7).

In attendance: Terry Thomas and Alexandre Lavoie, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its consideration of the subject matter of those elements contained in Divisions 2, 6, 10, 11, 16, and 21 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

WITNESSES:

Canadian Airports Council:

Daniel-Robert Gooch, President.

Canadian Owners and Pilots Association:

Kevin Psutka, President and CEO (by video conference).

Ultralight Pilots Association of Canada:

Kathy Lubitz, President.

Mr. Gooch made a presentation and answered questions.

At 7:01 p.m., the committee suspended.

At 7:08 p.m., the committee resumed.

Mr. Psutka and Ms. Lubitz made statements and answered questions.

At 7:48 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda.

Pursuant to the order of reference adopted by the Senate on Monday, December 9, 2013, the committee continued its study on the challenges faced by the Canadian Broadcasting Corporation in relation to the changing environment of broadcasting and communications. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

At 7:48 p.m., the Honourable Senator Merchant withdrew from the committee meeting for the duration of the proceedings on this matter pursuant to subsection 13 (2) of the Ethics and Conflict of Interest Code for Senators.

The committee considered a draft agenda.

At 8:01 p.m., the committee adjourned to the call of the chair.
