The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:32 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bovey, Carignan, P.C., Cordy, Dawson, Downe, Eaton, Gold, Housakos, Oh, Saint-Germain and Woo (13).

In attendance: Natalie Mychajlyszyn and Pascal Tremblay, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, May 8, 2017, the committee began its examination of the subject matter of those elements contained in Division 1 of Part 4 of Bill C-44, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2017 and other measures.

WITNESSES:

Department of Finance Canada:

Patrick Halley, Director, International Trade Policy Division, International Trade and Finance Branch;

Laura Bourns, Senior Economist, Trade Rules, International Trade and Finance Branch.

Canada Border Services Agency:

Darryl Larson, Acting Director General, Trade and Anti-dumping Programs.

Canadian International Trade Tribunal:

Jean Bédard, Q.C., Member and Acting Chairperson;

Nick Covelli, Executive Director.

The chair made a statement.

Mr. Halley made a statement.

Mr. Bédard made a statement and, together with Mr. Halley, Ms Bourns, Mr. Larson, and Mr. Covelli answered questions.

At 11:17 a.m., the committee adjourned to the call of the chair.
