The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:17 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bovey, Cools, Gold, Housakos, Marwah, Neufeld, Ngo, Oh, Saint-Germain and Woo (12).

In attendance: Natalie Mychajlyszyn and Chantal Beaubien, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on foreign relations and international trade generally. WITNESSES:

As individuals:

Brian Job, Professor, Department of Political Science and Liu Institute for Global Issues, University of British Columbia;

Paul Evans, Professor, Institute of Asian Research and Liu Institute for Global Issues, University of British Columbia (by video conference).

The chair made a statement.

Mr. Job made a statement.

Mr. Evans made a statement and, together with Mr. Job, answered questions.

At 5:44 p.m., the committee suspended.

At 5:45 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final text of the order of reference on cultural diplomacy, taking into consideration this meeting's discussions, with any necessary editorial, grammatical and translation changes required, and that the chair or a representative be authorized to seek the approval of the Senate for the order of reference.

At 6:02 p.m., the committee adjourned to the call of the chair.
