The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:15 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bovey, Cools, Cordy, Dawson, Greene, Housakos, Massicotte, Oh, Saint-Germain and Tannas (12).

In attendance: Natalie Mychajlyszyn, Nadia Faucher and Daniel McBryde, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2018, the committee continued its consideration of the subject matter of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, insofar as it relates to Canada's international obligations. Jennifer Lutfallah, Director General, Enforcement and Intelligence Programs.

Health Canada:

Eric Costen, Director General, Cannabis Legalization and Regulation Secretariat;

David Pellmann, Executive Director, Office of Medical Cannabis .

The chair made a statement.

Mr. Costen and Ms. Lutfallah made statements and answered questions.

At 5:19 p.m., the committee suspended.

At 5:22 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

At 5:46 p.m., the committee adjourned to the call of the chair.
