The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:17 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bovey, Cordy, Dean, Greene, Housakos, Massicotte, Ngo, Oh and Saint-Germain (10).
In attendance: Pascal Tremblay and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2018, the committee began its examination of the subject matter of those elements contained in Division 13 of Part 4 of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

Katharine Funtek, Executive Director, Trade Controls Policy Division.
Department of Finance Canada:
Michèle Govier, Senior Director, Trade Rules, International Trade Policy Division.
The chair made a statement.
Ms. Govier made a statement and, together with Ms. Funtek and Ms. Ranger, answered questions.
At 5:04 p.m., the committee suspended.
At 5:05 p.m., pursuant to rule 12-16 91)(d), the committee, resumed in camera to consider a draft report.
It was agreed that senator's staff be permitted to remain in the room during the in camera portion of the meeting.
At 5:10 p.m., the committee suspended.
At 5:14 p.m., the committee resumed in public.
Pursuant to the order of reference adopted by the Senate on Wednesday, October 31, 2018, the committee began its consideration of Bill C-47, An Act to amend the Export and Import Permits Act and the Criminal Code (amendments permitting the accession to the Arms Trade Treaty and other amendments).
