The Standing Senate Committee on Aboriginal Peoples met this day at 8:03 a.m., in room 160-S, Centre Block, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Boniface, Deacon, Doyle, Lovelace Nicholas, Martin, McPhedran, Ngo, Pate and Tannas (9).

Other senator present: The Honourable Senator Raine (1).

In attendance: Brittany Collier and Michael Chalupovitsch, Analysts, Parliamentary Information and Research Services, Library of Parliament; Síofra McAllister, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2018, the committee continued its study on the subject matter of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, insofar as it relates to the Indigenous peoples of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 33.)

Diane Labelle, General Counsel;

Stefan Matiation, Director and General Counsel.

The chair made a statement.

The Minister of Health made a statement and, together with the Parliamentary Secretary, Mr. Costen, Mr. Matiation, and Ms. Labelle, answered questions.

At 9:34 a.m., the committee adjourned to the call of the chair.
