The Standing Senate Committee on Aboriginal Peoples met this day at 6:47 p.m., in room 160-S, Centre Block, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Christmas, Doyle, Dyck, McCallum, McPhedran, Pate, Patterson and Tannas (8).

In attendance: Brittany Collier and Michael Chalupovitsch, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 2, 2016, the committee continued its study on the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

APPEARING:

The Honourable Carolyn Bennett, P.C., M.P., Minister of Crown-Indigenous Relations and Northern Affairs.

WITNESSES:

Crown-Indigenous Relations and Northern Affairs Canada:

Martin Reiher, Assistant Deputy Minister, Resolution and Individual Affairs Sector;

Eric Guimond, Acting Senior Director, New Service Offerings, Resolution and Individual Affairs Branch;

Karl Jacques, Senior Counsel, Operations and Programs, Legal Services Unit.

The chair made a statement.

The minister made a statement and, together with Mr. Reiher, answered questions.

At 7:32 p.m., the committee suspended.

At 7:36 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

At 7:45 p.m., the committee adjourned to the call of the chair.
