The Special Senate Committee on the Arctic met this day at 6:30 p.m., in room 9, Victoria Building, the chair, the Honourable Dennis Glen Patterson, presiding.
Members of the committee present: The Honourable Senators Bovey, Coyle, Deacon, Eaton, Neufeld, Pate and Patterson (7).
In attendance: Sara Fryer and Thai Nguyen, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study on the significant and rapid changes to the Arctic, and impacts on original inhabitants. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)
WITNESSES:
Global Affairs Canada:
Alan Kessel, Assistant Deputy Minister Legal Affairs and Legal Adviser;
Alison LeClaire, Senior Arctic Official and Director General, Circumpolar & Eastern European Relations.
As an individual:
David Barber, Professor, University of Manitoba (by video conference).
Mr. Kessel and Ms. LeClaire each made a statement and answered questions.
At 7:46 p.m., the committee suspended.
At 7:50 p.m., the committee resumed.
Mr. Barber made a statement and answered questions.
At 8:33 p.m., the committee adjourned to the call of the chair.
