The Special Senate Committee on the Arctic met this day at 6:30 p.m., in room 9, Victoria Building.
Members of the committee present: The Honourable Senators Coyle, Deacon, Eaton, Galvez, Jaffer, McCallum, Neufeld and Oh (8).
In attendance: Thai Nguyen, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.
The Honourable Senator Oh moved:
That the Honourable Senator Neufeld be the acting chair.
The question being put on the motion, it was adopted.
The acting chair took the chair.
Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study on the significant and rapid changes to the Arctic, and impacts on original inhabitants. Mr. Fritz and Mr. Gauthier each made a statement and answered questions.
At 7:02 p.m., the committee suspended.
At 7:06 p.m., the committee resumed.
Ms. Broomfield Letemplier, Mr. Fiser and Ms. Abele each made statements and answered questions.
At 8:19 p.m., the committee suspended.
At 8:22 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.
It was agreed:
That senators' staff be permitted to remain in the room during the in camera portion of the meeting.
Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee continued its consideration of the subject matter of those elements contained in Division 9 of Part 6 of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 10.)
The committee began its consideration of a draft report.
It was agreed:
That the draft report be adopted;
That the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, and with any necessary editorial, grammatical and translation changes required; and
That the chair be authorized to table the report in the Senate.

It was agreed that the following special study budget application for a fact-finding mission in the Western Arctic, for the fiscal year ending March 31, 2019, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
