The Special Senate Committee on the Arctic met this day at 6:30 p.m., in room 9, Victoria Building, the chair, the Honourable Dennis Glen Patterson, presiding.
Members of the committee present: The Honourable Senators Bovey, Boyer, Coyle, Dasko, Neufeld, Oh and Patterson (7).
In attendance: Sara Fryer, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study on the significant and rapid changes to the Arctic, and impacts on original inhabitants. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)
WITNESSES:
Indigenous Services Canada:
Margaret Buist, Acting Assistant Deputy Minister, Education and Social Development Programs and Partnerships Sector;
Susan Irwin, Senior Policy Manager, Education and Social Development Programs and Partnerships Sector.
Canadian Heritage:
Claudette Lévesque, Director General, Citizen Participation Branch;
Guylain Thorne, Acting Director General, Heritage Group;
Vanessa Mckenzie, Director, Aboriginal Affairs Directorate, Citizen Participation Branch.
Ms. Lévesque, Mr. Thorne and Ms. Buist each made statements and, together with Ms. Mckenzie and Ms. Irwin, answered questions.
At 7:35 p.m., the committee suspended.
At 7:40 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).
It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.
It was agreed:
That the committee allow transcription of the in camera meeting, that a copy be kept by the committee clerk for consultation by the committee members present or by the committee analysts;
That it be destroyed by the clerk when the Subcommittee on Agenda and Procedure so authorizes, but no later than the end of the parliamentary session.
At 8:13 p.m., the committee adjourned to the call of the chair.
