The Special Senate Committee on the Arctic met this day at 11:32 a.m., in room W120, 1 Wellington St., the chair, the Honourable Dennis Glen Patterson, presiding.
Members of the committee present: The Honourable Senators Anderson, Bovey, Coyle, Eaton, Neufeld, Oh and Patterson (7).
Other senator present: The Honourable Senator Duncan (1).
In attendance: Sara Fryer and Thai Nguyen, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study of the significant and rapid changes to the Arctic, and impacts on original inhabitants. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)
WITNESSES:
Arctic Institute of Community-Based Research:
Coral Voss, Executive Director;
Norma Kassi, Co-Founder and Director of Indigenous Collaboration.
As an individual:
Artur Wilczynski, Director General, Communications Security Establishment and former Canadian Ambassador to Norway.
The chair made a statement.
Ms. Kassi and Ms. Voss made statements and answered questions.
At 12:39 p.m., the committee suspended.
At 12:46 p.m., the committee resumed.
Mr. Wilczynski made a statement and answered questions.
At 1:30 p.m., the committee adjourned to the call of the chair.
