The Special Senate Committee on the Arctic met this day at 11:17 a.m., in room W120, 1 Wellington St., the chair, the Honourable Dennis Glen Patterson, presiding.
Members of the committee present: The Honourable Senators Anderson, Bovey, Coyle, Dasko, Eaton and Patterson (6).
In attendance: Sara Fryer and Thai Nguyen, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official stenographers of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study on the significant and rapid changes to the Arctic, and impacts on original inhabitants. (For complete text of the order of reference, see proceedings of the committee, Issue No.1.)

Ted Hewitt, Chair and President of Social Sciences and Humanities Research Council (SSHRC).
Canadian Institutes of Health Research:
Tammy Clifford, Vice President, Research Programs.
Natural Sciences and Engineering Research Council of Canada:
Marc Fortin, Vice President, Research Partnerships, and Chief Operating Officer.
Canada Foundation for Innovation (CFI):
David Moorman, Senior Advisor, Policy and Planning.

The chair made a statement.
It was agreed:
That notwithstanding the usual practice, and pursuant to rule 12-17, that the committee be authorized to receive testimony on April 3, 8 and 10, 2019, without quorum, provided that any two members of the committee be present.
Mr. Hewitt made a statement and, together with Ms. Clifford, Mr. Fortin and Mr. Moorman, answered questions.
At 12:01 p.m., the committee suspended.
At 12:06 p.m., the committee resumed.
Mr. Ikummaq and Ms. Ljubicic made statements and answered questions.
At 12:51 p.m., the committee suspended.
At 12:55 p.m., the committee resumed.
Mr. Huebert made a statement and answered questions.
At 1:45 p.m., the committee adjourned to the call of the chair.
