The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:18 p.m., in room 9, Victoria Building, the deputy chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Black, Campbell, Carignan, P.C., Day, Enverga, Maltais, Massicotte, Moncion, Ringuette, Tannas, Unger, Wallin and Wetston (13).

In attendance: Adriane Yong, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 17, 2017, the committee began its study on issues and concerns pertaining to cyber security and cyber fraud.

WITNESSES:

Public Safety Canada:

Adam Hatfield, Acting Director General, National Cyber Security Directorate.

Royal Canadian Mounted Police:

Chief Superintendent Scott Doran, Director General, Federal Policing Criminal Operations;

Superintendent Mark Flynn, Director, Cybercrime, Federal Policing.

Canadian Security Intelligence Service:

Charles Lowson, Director General, Counter Intelligence and Counter Proliferation.

The chair made a statement.

Mr. Hatfield, Mr. Doran and Mr. Lowson each made a statement and, together with Mr. Flynn, answered questions.

At 6:06 p.m., the committee adjourned to the call of the chair.
